How Social Security’s cash flows have worsened

The Mercatus Center's Veronique de Rugy compares CBO's latest projections of Social Security's income and cost rates to those it made in 2008. What's interesting is how long it takes to recover from a short-term hit to program finances.

First, is there a typo in that sentence, because I do not understand it? How long does it take to receive? Is the Post Office involved?

Second, does this say anything about Social Security or just the dumbass policies of 2001-2008 that crashed the economy?

A typo on my part, thanks to MS Word's awful Autocorrect function: It should read 'recover' rather than 'receive'. Thanks for catching this.
